European Commission considers further postponement of the Deforestation Regulation

The European Commission is considering a further postponement of the Deforestation Regulation (EUDR). In a letter dated 23 September 2025 to the European Parliament, Environment Commissioner Jessika Roswall stated that the central IT system for the certification of imports might not be sufficiently stable by the planned start date.

The start, originally scheduled for 30 December 2025, could therefore be postponed to 30 December 2026. The Commission had already delayed the entry into force by one year last year.

With the EUDR, the EU aims to end Europe’s contribution to global deforestation. Companies will in future be required to prove that raw materials such as coffee, cocoa, palm oil, soya, beef, timber or rubber have not been produced on land cleared after 2020. The proof is to be provided either through certificates or by uploading geodata and satellite images into the new IT system.

Another postponement would give companies more time to adapt, but at the same time would prolong uncertainty. Many businesses have already invested in their EUDR readiness, while others point to practical difficulties, especially for smaller producers.
